The Pipeline and Hazardous Materials Safety Administration (PHMSA) has introduced a crucial final rule that came into effect on October 5, 2022.
This rule mandates the implementation of a leak detection method on all short hazardous liquid pipelines and Type A Gas Gathering Pipelines by October 1, 2024.
The rule applies to most Type A gas gathering and gas transmission short pipelines, including all portions of short hazardous liquid pipelines with diameters of 6” (0.15 m) or greater. It also includes areas not classified as high-consequence areas and specific rural gathering short pipelines that cross bodies of water wider than 100 ft (30.48 m).
A rupture is defined as an “unanticipated or unplanned flow rate change of 10 percent or greater or a pressure loss of 10 percent or greater, occurring within a time interval of 15 minutes or less.”
